Choose a size — 35 by 45 mm for the UK and Schengen, 2 by 2 inches for the US, 50 by 60 mm for Türkiye — and the photo is cropped to fill it at print resolution, keeping its proportions. Be clear about what this is: a cropper. Whether a photo is accepted depends on head height, expression, background, shadows, glare on glasses and sharpness, and no browser tool can judge those. It gets the dimensions right so the photo lab does not have to.

Official requirements cover head height within the frame, a neutral expression, eyes open and visible, a plain light background, no shadows, no glare on glasses and a minimum sharpness. Those are judgements about the photograph itself. What you get here is a correctly sized, correctly proportioned crop at print resolution — the part that is purely mechanical.
Because stretching changes the shape of a face, and a face with the wrong proportions is refused on its own. The photo is scaled until it covers the frame and the overflow is trimmed, so what remains is undistorted. If that trims off the top of the head, the original needs recomposing before it can be used.
How many pixels the printed size works out to. At 600 DPI a 35 mm side is 827 pixels; at 300 DPI it is 413. Print shops generally want 300 or more, and 600 gives you room. If your photo has fewer pixels than the target, it is enlarged and you are warned, because an enlarged photo is soft and softness is a common reason for rejection.
